Phase I Archaeology Survey

Ohio River Off-Loading Facility

OHIO-WEST VIRGINIA EXCAVATING COMPANY

L&A was selected to provide environmental consulting services for the proposed improvement of an existing Ohio River barge off-loading facility located in Marshall County, West Virginia. The proposed improvements to the facility required a permit to dredge approximately 200 cubic yards of material from the river bottom to construct a three sided sheet metal wall docking facility, along the left bank of the Ohio River. Utilizing the existing ecological surveys prepared during the project planning phase, L&A determined the project required individual US Army Corps of Engineers (USACE) Section 404 and Section 10 Permits and a West Virginia Department of Environmental Protection (WVDEP) Section 401 Water Quality Certification. Our assignment included the preparation of the required applications and initiating agency coordination with the US Fish and Wildlife Service (USFWS), the WV State Historic Preservation Office (SHPO) and the WV Department of Natural Resources (WVDNR) to ensure the applications could be obtained in a timely manner to prevent repeating previously conducted mussel surveys. USACE authorization for the project was issued in March, 2015 and the WVDEP Section 401 Authorization was granted in June, 2015.
