The National Environmental Policy Act (NEPA) requires that all federal actions take into account the consequences of their programs, policies and projects on the environmental.  Actions of a federal agency commonly involve funding for a project, such as funding a state highway, or construction of a new federal building.  It also includes federal regulatory involvement, such Clean Water Act Permits (Section 404).  NEPA identifies broad environmental policies and requires an interdisciplinary approach to planning and decision-making.

Due to the broad spectrum of environmental concerns to be addressed by NEPA, L&A maintains specialists in a variety of fields to complete studies of the natural, cultural, and other environmental areas, including hazardous materials.  As appropriate, L&A NEPA specialists take the environmental and other project information and prepare one of three levels of environmental documents.  An Environmental Impact Statement (EIS) is prepared when impacts to the environmental are anticipated to be significant.  Environmental Assessments (EA) are completed when the impacts are known to exist and are greater than minimal, but not considered significant.  Categorical Exclusions (CE) are the lowest level of documentation when the impacts are minimal.
