Lawhon
and Associates, Inc. (L&A) was contracted by a small municipality
to evaluate environmental conditions and perform an hazardous materials
study (including asbestos) at a shopping center property for residential
redevelopment. The City and developer were considering using portions
of the property for redevelopment. Preliminary redevelopment plans included
applying for Clean Ohio Revitalization Fund (CORF) grant monies to assist
with the Brownfield redevelopment. This investigation was based on information
required for a CORF first round application. Information needed for submittal
of a second round CORF application was not known when the original scope
of work was prepared and the field activities conducted. The overall
objective of the work was to conduct a due diligence investigation of
the property based on known environmental issues. The known environmental
issues included: Volatile organic compound (VOC) contamination both underneath
the Service Center buildings and in water samples collected from
the sanitary sewer line running behind the main shopping center building;
and, VOC contamination of shallow soil and ground water behind the dry
cleaner store. In order to conduct a due diligence evaluation of the
property for residential land redevelopment, L&A evaluated the property
based on the environmental VAP Phase I reports previously prepared by
L&A for this property.
